Xiaogang Village lies in the east of Fengyang County, and it is 40 kilometers far from the county towns, under the jurisdiction of the XiaoXiHe town, consisting two tight natural Villages Xiaogang and Dayan. It is five kilometers from Beijing-shanghai Railway, 13.5kilometers from Line 307 provincial highway, more than 20 kilometers from the two shipping quays of the Huaihe River: Mingguang and Linhuai. There are 108 households now, 476 people, 180 workforce, 150 people above junior middle school schooling, among them 5 people finished the university study. Cultivated area is 1,800 Chinese acres, and per capital cultivated land is 4.85 Chinese acres, and among them 1,070 Chinese acres are contracting to be cultivated.
Before 1978, Xiaogang Village was famous in the county for “eating by exporting back, spending money by relieving, and producing by the loan.” Every 20 households served as team cadre. “The abacus rang, the team leader changed” had already become the peculiar law here at that time. By the end of 1977, the people of Xiaogang Village have already been penniless. No matter influential or poor, every family went out. No matter men or women, so long as one can walk begged for food.
It is December 1978 that 18 peasant families of Xiaogang Village with “dare world first” courage and insight, pressed their fingerprints with red ink on the paper to show their determination of putting Dabaogan (the system of allowing responsibility to the individual) into practice, which at that time, a quite dangerous thing. That was the prelude of the revolution of rural in China, and therefore Xiaogang Village became the birthplace of Chinese rural reform. In 1993, the natural village Xiaogang mixed up another natural village Dayang and formed today's Xiaogang Village.
Under the energetical support of various circles of society, the Xiaogang Village has strengthened such infrastructure construction as the road, communication, water supply, power supply, etc.. Altogether more than 70 young Xiaogang villagers went out of the village, but it was totally different with that before. They came out not for begging but for engaging in trade, running the factory, studying the techniques. They came out to be a good new generation. They came out to revitalized the Xiaogang with diligent working. The young generation of Xiaogang Village emerge in course of developing the spring tide of market economy.
The national best economic efficiency village——Zhangjiagang Yangtze River village (They created the profits and taxes ultra hundred million Yuan every year) stretches out the olive branch to the Xiaogang Village to form the sister villages to make cooperation in the various implementation. They helped the farmer to catch the market information with emphasis, solve problem which how the Xiaogang Village got sustainable development and wealth. This hall's construction began on November 9th, 2004, and completed on June 19th, 2005. Original Standing Committee of the National People's Congress Chairman Comrade Wan Li superscripted the hall.
The hall includes: a minute main exhibition hall, the multi-purpose hall, the attached exhibition hall, the dining room and so on.
